My Honda is leaking

Just recently picked up a 2003 honda BF30 tiller. It didn't spray water out of the tattle tale like some of the other outboards I've seen and it was leaking below the midcowl. So I changed the impeller and it helped with the tattle tale spray but it's still leaking. One thing I noticed when I replaced the impeller was that there was no seal or o-ring on the water tube where it comes down into the water pump housing. I did notice that the water coming through the tell tale is warm/hot. An more ideas? Maybe thermostat?

The water in the upper cowl area is from me starting it without the tell tale house hooked back up after checking it for clogs. There is no water getting in there otherwise.
