The tilt tube connection is the fixed connection for the cable's sheath, internal cable moves in and out of sheath to turn OB.
The transom mounted clamp is for motors that dont have the tilt tube. You still need to 'fix' the end of the sheath so the internal cable can mive in and out of the end of the cable. Often the only choice if you replace cable/pulley steering for a teleflex setup. Ivm pretty sure any vendor selling teleflex setups will offer the transom clamp. Not sure if you can buy just the clam shell end clamp....
