my tracker pontoon will not tilt

i can here my pumps trying but motor stays in up position is there a lock some were?

Depending on the motor you have, some do have a tilt lock lever. Year and make of motor will help.

Depending on the motor, you may have a bleed valve to lower the motor.
My 70 Yamaha did that one day. Valve was a straight blade screw on the right side.
Added some ATF per manual and it has been fine ever since.
Basically, you are probably low on fluid and it is cavitation/pump is air locked.

If you hear the pump running then the lock must be in place. With no fluid, the motor would lower by itself.
