I'd try some good old white vinigar to remove grime and mold, more so mold..... then either a leather conditioner from the auto parts or Wallys or...
And I'm assuming the wheel is leather covered.. mabe shoe polish, neutral colored, and buffed with a micro-fiber towel. It's sort akin to shoes in care maintenance. If it's vynyl'y manmade stuff, simply Advanced Autos 'purple stuff', ie. powerfull cleanner and oil/grease/driveway
