Frank, good eye! When mounting the jacks I didn't even think about the mount holes being anything other than finding two on a side that fit the width of the trailer beam. Guess this is why I'm still a "White Hat"... that said isn't a Fleet Admiral 5 Stars? Rear now a one or two star, Vice a three star, Admiral 4 stars and Fleet 5 stars. I was in the Navy many years ago and then the Rear Admiral was always a 2 star, the Commadore at one star wasn't used.
Yes you are right on the tubes. When I took that picture the trailer was elevated to make it level and all the weight was on the front jack. The rear jack was just in whatever position it had been before screwing the jack(s) to get the trailer level. They will close all the way to the inner tube disappearing inside the outer.
Yes, the two wheel will go higher and maybe high enough to get below the hitch with my 1" rise. It looks like the front one can go up an hole too. The reason I have two jacks on is I was changing from the 1 wheel to the 2 wheel in the hope the two wheel would make it easier to mover the trailer by hand on the gravel driveway and on the grass. Checked too to see if three wheels would work better, it didn't. I found the single wheel alone was the easiest for pushing the trailer a few feet by hand
