There's nothing to "tune" on a Holley during a rebuild..well, dam little.
You DID set the float level and the idle mixture/speed on the boat after you received it? I'll assume you've got external float level adjustment.
The new Holleys are power valve blowout resistant. Haven't seen a blown one for a while.
There's simply NO carburetor that is adjusted to bolt on and go after a rebuild..you ALWAYS have to adjust something for your particular engine. with twin carbs, this "on the engine" set-up is even more important.
