Need Advice on Repairing Fiberglass Boat

I have an old fiberglass fishing boat. The fiberglass embeds itself into skin when touched or rubbed up against. What can I do to fix that?

keep tweezers handy.
is the gel coat gone?
You can sand it down and cover with resin.
In my boat they covered a little storage area with vinyle.
just some thoughts.
