Well the wood is already cut and so is the vinyl, it looks like it's time to get some spar varnish.

As to screws, Stainless Steel is the best way to go with a watercraft application. Treated deck screws can and do rust.

Sounds like a good plan. I 2nd what Bob said about the Home Depot 6700 carpet adhesive. That is really good stuff.
