Welcome to iboats.

If you have mechanical ability, and a few tools, it is not hard to replace a water pump. You should be able to replace the water pump and get a manual for under $100.00... I do strongly recommend getting a factory repair and service manual like this one for a good price on ebay. http://cgi.ebay.com/ebaymotors/1977...4859687QQptZBoatQ5fPartsQ5fAccessoriesQ5fGear

Be sure to ask any questions that you have. There are many here that will help.

yeah mate i am basicaly a motor machenic (cars) but when it comes to being off shore with my kids i want to know if the weather turns, my outboard will start... then i start the motor it sends a very small amount of water up (litteraly a drop comes out oe peehole every 2 secs) is there anything i shouldcheck before just replacing the impeller?

Being that the motor is a 1977, the water pump is probably real old. The rubber degrades from the effects of time and wear. I rekit my water pumps every 3 years.

Another thing to do is push some weed eater string up the peehole and make sure it is cleared out.

^^^ I would seriously consider this factory service manual on ebay. That's a great price. Also, buy the OEM water pump kit. It comes complete with instructions as well.

if the solenoid clicks and the starter motor doesn't engage its probably the starter motor. I'd use a test light to make sure the solenoid is supplying power to the starter motor when you turn the key. If the solenoid is bad you can still jump past the solenoid with a pair of INSULATED pliers to start the motor.

Your best bet would be to either rebuild it yourself or have it rebuilt. Every starter I've ever had rebuilt was under $50 and lasted forever. I wish I could do it myself

Did you measure ~12v at the starter terminal to ground?

If your battery is 3years old or older, it may not deliver the cranking amperage that it should. Bring it to auto parts store and have them test it. (this is usually a free service) Your starter may not be the problem.
