Easiest way is with a paint stripper. My preference is a product called Aqua Strip (water based). Works pretty well. For the amount of bottom paint you have, it will take it right off. Apply with a disposable brush and let sit overnight (10 hours or so). Lay some plastic sheeting on the ground and go at it with a putty knife. Cleanup and rinse the hull of whatever is left (a scrub brush works well). Sand whatever is left (80 grit) and the hull will be clean as a whistle for repairs and re-coating of paint.
Bottom jobs are MESSY. There's no way around that one. Whenever you're sanding this stuff, make sure to wear a respirator (not the paper kind, but a good respirator), a tyvek suit and rubber gloves (goggles are good as well). If you can post some pics of the gel chips, etc we can give our $.02
