I have a 1979 Mercury 30 hp and a 1989 Mercury 25hp. I was wondering if the lower units are swappable?

If its a 30hp no matter the year answer is no.

Why would you like to swap lower legs for ? If both are Sea Pro, Marathon models with same CC powerheads should be possible to swap lower units. As you already count with both, remove both lower legs and check if are 100% physically compatible...

NO it will not work. 30 hp does not interchange with the 25 Merc built motors. Get off the Marathon and Sea Pro they are just names.
