Need help identifying a part..

I need help identifying a part on the transom of my boat. I just acquired the boat and rewired all the electronics on the front of the boat. However I have a lone cable running from the back of the boat. Attached to the wire is a device that holds a wheel that looks like it will turn with the water. Not sure what it does, I dont want to rip it off if its important. Any replies appreciated.

If there is a black streamlined box attached to the paddle wheel, t is a combination transducer and speedometer for an electronic fish finder. If it is only the paddle wheel, it ias a speedometer only
