the alarm was going off at a rapid speed but the motor wasnt even on it was going off when we were trying to start it and we got it to start for a little but we had to keep priming it to stay on but it didnt sound right its a 1986 evinrude 225 hp v6

Sounds like you have a bad horn and some carb problems.

Is this a VRO Engine? If so is there oil in the tank?

yes its a vro and yes there is oil in the tank
