Just want to give an update.
Sometimes things are better than they look....
Good things: 110/115 psi compression and nice blue sparks when pulled after applying some fogging oil to cylinders.
Bad things: everything else was seized.
So, I disassembled cleaned and greased all moving parts.
Rebuilt carb and fuel pump.
New spark plugs.
The bolts on thermostat broke so, drilled out and re-threaded.
Replaced completely trashed thermostat.
New water pump kit.
Flashed all salt from cooling system.
With $100 and some time invested "ugly boy" starts with first pull and runs fine.
The only thing I do not like is that steering handle was removed to convert to RC.
