need help with 1984 evinrude v4 90 hp cooling system

i finally have water coming to the heads but no further the water comes from the heads but does not come from there to the pee holes is the block below the two hoses that come from the head the thermostat housing also i have a black button when i first start the engine i have to hold to get spark but when the engine is running and i release the button the engine quites any help would be appreciated

that "black button" may require a lanyard. it is a safety device so if the driver gets tossed from the boat, the engine will quit.

The telltale line may be plugged somewhere between the powerhead and the cowling nozzle.
