the open end of the float should move about 3/4 of an inch or so. turn it upside down and try and blow through the gas inlet. It should not let you. then turn it right side up where the float drops. You should be able to blow air through it. Be sure and have the clip attached to the float and the needle valve. On needle valves with the rubber tip it help the float pull the valve open. Sometimes without it the needle valve will stick and not open.
