the open end of the float should move about 3/4 of an inch or so. turn it upside down and try and blow through the gas inlet. It should not let you. then turn it right side up where the float drops. You should be able to blow air through it. Be sure and have the clip attached to the float and the needle valve. On needle valves with the rubber tip it help the float pull the valve open. Sometimes without it the needle valve will stick and not open.

the metal clip is attached, and I passed the blow test. But I have been doing that all along. That is why this whole thing makes no sense to me. It appears to me that the float is working correctly. I also took out the tube that goes up further into the carb, it is clean as a whistle and I blew some air through it, then I also pluged the big hole in the top side of the carb and blew some air up into it again to ensure that air was going where the fuel would normally go, and it passed air like it was clean inside as well. I am stumped. I am going to put it together and try starting it.

I found one thing while putting the carbuerator back on, my gasket between the carb and intake was on backwards! There is a small hole on the lower left hand side that wasn't doing it's job. I don't know if that makes a vacuum to suck gas or what, but I did get the motor running thanks for all the help
