Need help with sanding top side

I have a wierd texture to the inside of the boat. I am trying to find out the best way to strip it clean to get ready for a new coat of paint. Its like a checkerboard pattern and when i sand it (lightly) i only get the top and the old paint is left in the cracks. My question is, what should i use to get all the crap (old paint) out of the dips but still keep the texture? or would it be best to sand completely smooth? Some sort of rotary tool?

Ayuh,.... Ya Don't,....
Scuff it up with a scotchpad,+ paint Over it.....

what if the paint is chipping off? wouldnt that give the new paint a weakness to chip off also?

Hit it with a scotchbrite on a power tool. Should lift the bad stuff out and scuff anything that is stuck up at the same time.
