A failing fuel pump will not supply enough fuel for a motor to make power and speed.

Squeeze the primer bulb and see if the motor will respond, if so, rebuild the fuel pump.

What I meant was that squeezing the primer bulb while the motor is experiencing the problem will assist the fuel pump to move more fuel. If it is a weak pump causing your problem then as you are 'assisting' the fuel pump the motor would pick up power and accelerate to a more normal state.

If this makes no difference then you need to start testing the ignition system to find out if the high speed windings are generating enough voltage to make a strong hot spark at speed, as a weakened spark will also limit power and speed.
