Need some advice on 70 9.5 evinrude #9022c

Hey guys,
Have a couple questions on a 70 model 9.5 evinrude. I am working on it for a friend and I finally have it running, its prob been sitting for about 3-5 years. Anyways the problem is on the water i have nice water flow coming from the pee hole and then after running for a lil bit more smoke then water starts coming out of the pee hole. We can throttle it down and a good stream of water starts coming back out and then when we start back into the throttle it will start to smoke again after about 200 yds of travel. Just tryin to make sure if this is normal for a motor that sat for a while or it is a over heating problem. thinking that maybe the water impeller is dry rotted but it wouldnt pump water at all if that was the case right? thanks for any info

List of what i know:
Fire in both cylinders (new Plugs)
timing and points are set correct
65-67lbs in both cylinders
Water pump line is not stopped up.

Pump may be failing or water passages may be stopped up. Thermostat may not be opening. With the cowl off can you put finger on cylinder head for a count of three? If you put drops of water on cylinder head does it boil off or just sit there?

It is hot to touch when it starts smoking, but when we drop it to neutral and it starts to pump it cools right back off. No boiling water or paint flakeing off. And i back flushed the motor with low water pressure before to make sure the line is not stopped up.
