Two part question here. 1984 Evinrude 8 HP outboard. Pull start only.
First: I had to replace some parts in the handle as a friend pulled it off and lost a few pieces, the helix twist grips and a roller. I have it all fixed now but the twist throttle does not let the throttle go back down. I can twist the throttle to wide open and it goes. When you try to twist it back there is very little resistance and the throttle does not change. If you take the cover off I can manually bring it back to an idle but not through the grip. Did I miss a piece that must have got lost?

Secondly: I started the motor for about 15 seconds to make sure it would run, and after it did start I killed it and noticed this...

Is this a major leak? I am guessing I need to replace a gasket to fix this. Sorry this is my first boat so I am quite ignorant when it comes to boat motors.

Probably oil from the gas mix. Check your gear oil. If it is not milky you should be ok. No seal in that area.

The throttle sounds like you have something assembled incorrectly causing the gears not to stay meshed at the base of the handle. With the motor Not running, and the cover off, watch each point along the throttle path for up/down movement starting at the handle. The problem spot should be easy to find.

I guess I am a little confused as it appears there is only 1 cable. It works fine going from idle to wide open. Is there some other assemby that assists the cable?

Oops, thinking of the 6hp.
Cable looks like a push/pull. Is it secured properly at both ends. make sure the outer sleeve is also secure and not walking away from its stop points.

Exactly the same as my '84 6hp.

No there are no gears at the base of the handle ... older design! As you say a cable that is pushed and pulled by the helix and other parts in the twist grip.

Never taken it apart though,

The diagram HERE might help. (enlarge it fully with your browser magnifier to read it)

Pin #40 must pass through the fitting on the end of the cable, the two guides #56 run in the slots in the inner part of the handle #47A and the two rollers #53 run in the helix #52 inside the twist grip.

I think you may have omitted to fit the pin #40 through the end fitting on the cable.

The oil leak is nothing, just unburnt oil from the fuel leking through a joint that has no gasket or seal.

Vic you the man!!! I didn't even know to do that. That makes complete sense why it is only working one way. Thanks for the info man.
