Need to know if I have a short or Long shaft Motor please help!

I have a new to me 2003 Johnson 25 hp tiller outboard with electric start. The model number is J25TELSTR I know that translates to a long shaft but the outboard seems too short to be a long shaft. I am trying to sell it and don't know what length it is. It measures 17" from the transom bracket (measured from the flat section that would sit on top of the transom down to to cavitation plate. I thought a long shaft was 20" plus? Anyway I am thinking someone may have converted to short shaft. Please see photos if it makes it easier to give opinion. Thanks

The tape measure tells the tale. If it is 17", it is short shaft. Even with the possibility of a measuring error, it certainly can't be that much error. Sorry, can't explain the model number discrepancy.

was I right to measure from the part of the bracket that would lie on the transom or was I supposed to go from the top of the bracket?

What's the length of the transom going straight down to the bottom of the boat in a vertical line. You may have to put a long straight edge on the bottom of the boat to measue this. ??
