need to know

I have a old merc 9.8 with a ser. # 5712815 can some one please tell me what year this is ?
I also need a power pack ..i think ....no spark and the wires from under the flywheel are rotted out
is this called a switch box ? i tried looking up the part here on Iboats but not quite sure wat i am looking at ?
