hi.
in last week doing my fishing trip i noticed strange symptopms, usualy at troling speed.engin vibrates more than usualy and sometines cuffs nad just died.it looks as engin gets too much fuel. i try to adjust slow speed needle but it didnt help, check spark plug wire and sparks.but seems to be good.

i notice more fuel at the bottom of lower cowling.
yesterday i took out the carb and i notice that small needle clip was just lie in the bottom of carb bowl.so needle was driving by movement of float arm in random way.
on my way to fisking lake i have to drive my Jo just at the back seat of my car, on RH or LH side.

At one time these little clips did not exist. They have become necessary because modern soft tip needles can stick shut. The clip uses the weight of the float to pull the needle valve open.

If the clip is not in position you are likely to suffer from fuel starvation, rather than flooding.

If you have fixed it and solved the problem that's good. Maybe the clip was jamming the float and only fell into the bottom of the float chamber as you dismantled it otherwise your trouble may persist.

Check to see if the clip is broken. I don't think transporting the engine on its side would cause the clip to fall off. It is fragile but when it's on properly it makes a pretty good connection. Best of luck. Rick.
