Needle Valve Seting for 48 spl

I have a 1989 Evenrude 48 SPL . Anyone Know the needle valve settings start point? I got the boat last week and the low speed #31 was missing so I got a new one and installed it. The owner was kind of a hack so I rebuilt the carbs and it strarts, runs. The exhaust has a lot of oil so I was thinking that it was running rich.
