Needs a squirt of fuel to start.

1979 150hp. Merc. Requires a squirt of fuel directly into the throat of the carb. Choke is working properly.

Is the gasket between the choke plate and the carb bodies leaking or the float levels make be low,

Float level is not low. Could be leaking between carb body and choke plate. There is a lot of fuel/oil residue on front of motor.

If you keep priming the bulb, does fuel leak out of the carbs?

No not a bit. I have tried to hold steady firm pressure to detect seepage and it firms up solid.

I fixed this. Vent plugged. Inboard tank.
