That's your kill switch circuit, not neutral safety...

As NYbo stated, the kill switch works by grounding the coil, in the same manner that your ign switch works when you turn it off. Is it possible that the engine has other problems that may keep it from starting? You may want to post a pic of what loose wires you have out of the engine harness behind the helm...so if i haven't connected the wire yet it should have no issue with me starting the engine? I can't get the engine to start, just keeps cranking,
