Whaddya got?
An outboard system shorts the ignition to ground, an I/O system opens the distributor circuit.

Merc and OMC, you'll have 2 yellow w/red stripe wires coming out of the engine harness. One lead to one, the other lead to the other...

Wire,
That's your kill switch circuit, not neutral safety...

One of my favorite quotes from the TV show MASH:

"Frank, you are always wrong. That's what's so right about you."

Re: neutral start help

so if i haven't connected the wire yet it should have no issue with me starting the engine? I can't get the engine to start, just keeps cranking,

That switch interrupts the starter circuit, not the ignition. Check your kill switch, which DOES interrupt the ignition circuit.

As NYbo stated, the kill switch works by grounding the coil, in the same manner that your ign switch works when you turn it off. Is it possible that the engine has other problems that may keep it from starting? You may want to post a pic of what loose wires you have out of the engine harness behind the helm...
