Motor was purchased new April 2002. Model # is J130PLSS and has 40 hrs running so far. Issues:
Cold Start: Normally takes 10 turns for 1st cold start. Once cold started, starts 1st turn for the remainder of the day. Note motor has Quick Start Electronic Starting ie automatically stays at 1200 RPM until warmed up then idles to 750 RPM.

Mid Range RPM
Motor will not hold the RPM between 3100 & 3900 RPM. Push the throttle 1 notch up from 3100 and motor automatically goes to 3900 RPM. Push 1 notch down from 3900 and back to 3100. Speed difference is 23mph to 29mph. Motor operates properly at all other RPMS.

The dealer who installed the motor is not near a lake and will not road test the boat. He has checked the starting and says there is nothing wrong and the rpm issue is the boat. Frankly I have no faith in the dealer. I had a 1988 Evinrude with the same mid rpm problem. I got the motor back supposedly fixed and it blew up after 15 minutes use (Note different dealer). That dealer did sell me a replacement at dealer cost.

I am looking for advice from anybody who has had a late model OMC V4 90 Degree motor with similar issues. FYI, I have no intention of taking the motor to the original dealer. I would rather pay another dealer to get it write the 1st time. I could right a book on supposedly qualified factory trained OMC dealers. My experience is dealers who stress sales have inferior service ie "Bolt On and Go Away"

Additional information. The prop is an SST 14.75 X 21. The motor is mounted on the bottom hole ie as high as it can go. Top RPM is 5,500 at 47 mph. Boat is a Doral Spirit, 17'4" and weighs approx 1,100 lbs.

Thanks to all for your help.

The 3100 to 3900 deal may well be set up related but since you did not give any info as far as top RPM's, set up or prop type it's hard to say.

The starting is easy. If you use the 4 step deal it should start almost instantly provided the motor is in good running order (fresh 87 octane, good oil at 50:1, Champion plugs, good compression, firing on all cylinders and the carbs are clean).

1- Pump the bulb to pressurize the fuel lines and fill the carbs.
2- Turn the key to the "On" position. Do not engage the starter.
3- Push the key in to activate the primer (inject fuel into the motor) and count to 8.
4- Turn the key to the "Start" position to engage the starter.

The motor will start so quick it may startle you.

Good luck!

One detail to add to dhadley's post is to make sure the primer ball arrow is facing UP when squeezing it until it is hard.
