New boat fix, 20 HP 1989 Evinrude

Just bought i new fixer upper. Boat has a 1989 20HP motor. The guy told me 1986, but when I looked up the model number, it says 1989. At first look, please call out any issues that need to be looked at cosmetics. (repaint due to corrosion) I know I should change the water pump kit, clean (1)carb, any other suggestions? Also, shouldnt there be some kind of filter, or cover on the carb/throttle bottle part? The dude who sold it to me said it didnt have one. Im actually starting to think he didnt realize how much of a project this might be before he first got it, it def doesnt look like it was recently on the water. Any advice/comments would be great, thanks.

Always good to start with a compression test before spending any money on it. You can borrow a compression tester for free at auto part stores like Autozone or Oreillys. Let us know how it turns out. Good luck.

Edit: Btw, no filter on the carb (a.k.a air silencer) for that motor.

Ah Crap, already spent a couple hundred on it, but hull trailer should be worth it at least. Ill do a compression test in a couple hours and repost, thanks for the quick reply.

I did compression test. One at 117 and the other is 119. Im assuming good compression, I dont know what the ideal psi for this motor

So Im going to change the plugs and then change out the water pump so i can try running it
