You can always throttle back a bigger engine but you cannot throttle up a smaller one if its already running wide open just to maintain a reasonable speed. A big engine loafing will burn about the same amount of fuel as a smaller engine running wide open. I have never heard anyone say "my boat has too much power" but I've heard lots of people say "may boat doesn't have enough power." It's awfully expensive to learn you made a mistake and then try to correct it with a new engine.
