New Boater Port Engine Will Start

Hey guys. I am a new boater. Purchased my first boat this winter from a fiend, 1987 Thompson 290. It has twin screw Merc 3.7L 190 HP I/Os. The Starboard engine starts and runs great. The port engine cranks but will not catch. I replaced the fuel filters, lines and pump yesterday but still not starting.

Any ideas?

Can the shifter cable prevent a motor from starting? Kill switch failure?

Anyone.....

Do all the gauges, ie. tach and trim, need to be hooked up for the engine to run?
