New Floor, transom checks out good but.....

Hi all I just replaced my floor stringers and deck turned out really good. Had my transom checked out and found no moister so that is good...BUT I do have an issue a little higher and outward from the transom. My 1990 Raven bowrider 2100 has a premade mini swim platform and the transome tie down u bolts where you hook up the trailer on one side were always REALLY loose when I bought the so much you could see the threads. I noticed when tightening up the bolts from inside the hull the back fiber glass is cracked and the bolt is not even tighted all the way yet. Not sure how to handle this any advice? Can I just fill in the fiberglass with....something since its not seeming to be majorly functional? (see pic below for the area I am talking about)

Soo that part of the transom IS probably rotten and soggy soooo. the only thing to do if you don't want to replace the transom is to fashion a large backup plate from 2 pieces of 3/4" plywood and seal it with resin then get longer stainless steel U-Bolts This will last for a while but once a transom starts to rot in one place it doesn't take long to rot the rest.
