New fuel line w/Wix filter

I ran all new fuel line to my 2001 Johnson 150 Ocean Pro, 3/8" line. I wanted to relocate the primer bulb anyway, and never knew if the line was replaced or not so figured I'd do it. Cheap upgrade to make sure I know what's going on since I bought the boat last July.

Anyhow, I added in a Wix in-line fuel filter down stream of the water separator just so I can visually check what my fuel is looking like. I've had no problems idling, and haven't had it in the water yet for a run test, but it looks as though there is a suction issue... Looking for some input. I've got the video at the link below, let me know what you think. Also, here is a pic of the setup for reference.

What's the problem? Do you think the filter should be full? They never are.

No problem........ Yet. My question is more operation related... It seems to stay full then empty out abruptly and then fill again as if someone opened and closed a valve real quick.
