To replace your rubrail there are many sites on the web or pretty much any marine purveyor will carry it - here's my personal favorite:

Removing the track is pretty straightforward. Simply drill out the rivets and replace with the same or use SS screws. Do remember that the screws that are presently there secure the hull to the superstructure. Best just to leave them alone.
Can't offer you much help on the dash. I suppose you could strip and redo it.
