new mercury kf 5 super 5

i just bought this motor and i need helping figuring out how to get it running it was sitting in the bottom of a boat but it was complete and has good compresion but the swivel will not swivel to turn the motor need to know how to repair or replace them and also need a new handle and bracket where the steering handle mounts due to the being a big nasty weld in the bracket or where i can find them

For the steering issue, I don't recall if that model had a "co-pilot" on it or not. Many Mercs of that era had a bolt that actuated a plate with rubber feet that rode against a second plate to provide friction. It would keep the motor pointed whichever way you had it going. Sometimes the plates can rust if not kept lightly greased, locking up the steering...

You can also get parts through the Antique Outboard Motor Club. Their website is www.aomci.org and they have a free advertising feature called Webvertise. Worth a shot for your tiller bracket...
