That piece is called the motorleg seal and is NLA. Mine was disintegrating so I did my best to clean what was left and manufacture what I could out of silicone sealant from a caulking gun. As far as I know it's only purpose is to prevent exhaust fumes from entering the cowling area. Couldn't see your missing piece so good luck on your remedy.

Rereading w/a clearer mind, that piece is a lower shock mount. Force part #438962 Edit: went back thru my receipts from my '09 refurb and found L&M Marine has them for $10ea. Their online shopping has them in the motorleg section.
