are you sure they are lag bolted and not marine toggle bolted?

Yeah, I'd be surprised if it's really lag bolted.
If it is, then YES it's a problem, especially if the deck is cored.

Only one way to be sure... Gotta loosen a bolt to see how its attached.

If it's a toggle bolt, you should be able to unscrew it to the point of having 1/4 or 1/2" of vertical play and it may also be loose horizontally in the hole. The threads (if exposed) are generally machine threads. DON'T unscrew it all the way, as the toggle end will drop off inside. Then a new bolt and toggle will need to be installed.

If its a lag bolt, it should be snug as it unscrews, and the threads are generally fairly coarse. They need to be replaced with toggle bolts.

They may have installed threaded inserts in the deck, but I doubt it because its only a little stronger than lag bolts and a whole lot more work.

If the bolts were bedded with 5200 it won't be possible to tell the difference because they will be tight or very snug all the way out. They won't be wiggling.
