New to bluefin fishing

Fishing out of the Piscataqua and I then head out to Jefferies ledge. i was out there Friday with live Mackerel hooked through the top of the back. I caught two blue sharks one after the other then the day was quiet as we fished for cod and haddock. Saw lots of whales but no surface action for birds, any hints for rigging baits or stirring up action? Had the bait out with a balloon thirty yards from the boat and the bait down twenty feet.
