OK, less try to take this one at a time, this could get long.

Tensioner, is an adjustment rarely used, it adjust the amount of pressure you have to use to them the big throttle/shift handle.

the plug is for a tachometer, to plug into.

Black Cylinder with red handle, is the Fuel Primer solenoid, the red handle is in the correct position, and should not be moved. this replaced the choke in the carborators, it is activated, by turning the key to 'ON' and pushing in on the key, this is used when first starting the motor, when it is cold.

red & black wire. does not go to steering, and i have no idea, what it goes to. could have been radio, fish finder, etc.

STEERING: you have a Teleflex Safe T, Rotary steering system.

you are not quite clear, have you gotten the complete unit out of the tilt tube of the motor? you disconnect the port side from the arm going to the motor, remove the big nut, on the starboard side, the cable should pull out.

clairify this for me, and we will go from there.

When I removed the big nut on the starboard side and pulled at the cable, I didn't actually see a cable inside -- I saw a shaft. The shaft seems to move back and forth in the tilt tube, but I didn't feel like there was enough room to pull the shaft completely out. Does it come out?

yes it comes out, you have to disconnect the port side, arm that does to the motor, and the silver nut on the starboard side, the assemble should come out, if not it is rusted in the tilt tube, and will have to be driven out. you need to remove the cable from the helm. look at the picture, there is a hole (red mark) you have to insert a straight object in there, this releases the cable, while holding it turn the steering wheel, it will back the cable out of the helm. now you can drive the shaft out of the motor.
