NEW TO BOATS, 1978 evinrude 175hp turns over wont start HELP!!!

OK WELL IT ABOUT TO BE WINTER AND i need to get it started so i can winterize it and be able to use it next year. but there are few problems with the boat
1 the reverse cable is broken and needs to be changed?
2 it wont start it will turn over all day
3 been sitting since 2005
4 gas tank is empty but i been using a reserve tank i just changed gas in it to make sure it was just wasn't crappy gas in there.
5 i need to drain the engine of crap gas
6 where the carb is the metal flaps there are 3 similar holes and one doesn't have a flap??? wish i could show a picture of it.
7 i haven't check the spark plugs yet to see if they are igniting. its a v6 does it matter if i only check one or all 6
8 would it help to change oil in bottom of motor
9 i just put the charger on the batteries to see if it wasn't getting enough juice to start up or not.
10 any chance of the kill switch to motor isn't working.

1 the reverse cable is broken and needs to be changed?- Does forward work, I think it's the same cable, may need adjustment unless is electric shift
2 it wont start it will turn over all day- Check for spark to start
3 been sitting since 2005 - then the carbs need to be cleaned and kitted

5 i need to drain the engine of crap gas- You probably need to remove the carbs , clean them and put a kit in it.

8 would it help to change oil in bottom of motor- after you get it running and the motor is not junk it would, don't put it in gear until you get it changed

Or you could take it to a mechanic!

how much u think a new throttle and reverse cable will be. and where can i order parts for a engine this old???

cabke answered in other post, you can shift manually at the motor, the cable can come over the winter. spark is essential on all cylinders, check compression, clean the carbs, new fuel lines, change lower unit oil. most of this is covered here.>>>> http://forums.iboats.com/showthread.php?t=299680
