Hey all:

It gets stranger every day. So the boat I'm looking at now is a 1973 17 ft starcraft SS. The guy says the boat has not title? He says they didn't start titling boats in PA till the 90's, does that sound right? Now I have to call the Dept of Game and Inland Fishery's to see if I can register it. I'm a NEWB at this so if this is normal let me know. I live in VA at the state likes a slice of my personal property every year. How can VA take my money with out a title? I'm not buying a boat till I know I can use it here.

Any advice would be appreciated.

I would seriposly get the papers in order 1st. Before handing over any money. Different states can be a reall pain. Just ask anyone from Illinois. They have to be the most difficult to deal with from my experience..

I just spent a while on the DGIF gov site and cant make heads or tails of it. They open at 9am. I was going to leave early but not till i figure out whats up. I've never bought anything with a motor without a Title.

I still have a good 14ft runabout possibility in my state, Hummm...

2 summers ago I passed up a very nice Lund that the seller would not go through the effort to get a lean/abandoned property trough the court. They insisted that the buyer do it. Which would do no good as the buyer had no claim to it or standing with the court. Original owner could have made a legal claim with title!.

Sorry pain killers/muscle relaxers are starting to work again!

I can't speak to what it'll take in Virginia, but in WV, there are some rules & a few steps to get a boat w/out a title registered & titled in WV. It's easier for boats under 16ft, so although the current boat that interests you is 17ft, I'll deal w/ an under 16ft'r:

Boats built before 1972/73/74 didn't have a HIN (it's a hull identification number, like a VIN on a car, just for a boat) originally when built. It may or may not have had a serial number. Many states don't require titles, so if there's no HIN, and the boat happens to be in a non-title state, I can get it registered to me 1st, then apply for WV title & registration. But only if it's under 16ft. If it has ANY numbers on it, serial or HIN, when a Sheriff's deputy or police officer inspects the boat (trailer too) they will run what ever number they find on the boat and see if it's been reported stolen. If it comes back clean, I can proceed. Else :faint2: Haven't had any trouble yet.

However, if the boat has ever been bought, sold, or transferred amongst family, post 1974 AND it's in a title state, the state likely issued their own state HIN for the boat. It will be a VIN conforming 12 (13?) digit number that is supposed to be permanently (rivets NOT screws) attached to the hull on the starboard corner of the outside skin of the transom. If that number gets run by an officer at the inspection, it'd better come back not stolen & registered to the person selling it to me, I think. It's never come up, so I'm not sure about the process after the state issued their own HIN.

So, to get an untitled/registered under 16ft boat registered to me, I register it in Wisconsin, for @$30, and wait for the registration sticker to arrive. Once I have that, I get a cop to inspect it, and fill out a form that states it does, or does not have a HIN. Then as the registered owner of the boat, I take that form & my Wisconsin registration to the DMV & apply for a WV title & WV registration. If there is no HIN, the state sends me a little HIN plate when I get the title. If there is a HIN, AND its a conforming 12 digit number, they use that on my title. Either way I take temporary registration w/ me the same day and can start using the boat anytime. Takes 2-3wks for me to get the permanent registration #'s to put on the hull & the title comes about the same time.

DO NOT forget to ask about the rules & process for trailers, here in WV it can be more complicated & requires more paperwork, but it can be done. Most of my registered & titled trailers are listed as homebuilt because there was no VIN tag and no title paperwork.

For a 16ft+ boat, you can't go online & register a boat in Wisconsin first, they also want a cop to visually inspect it, and to date I haven't attempted to register 16ft+ boat.

ALSO IMPORTANT: You DO NOT want there to be any evidence of tampering w/ or removal of a HIN on a boat, or a VIN on a trailer. In WV, it makes it EXTREMELY more complicated & requires that I find the last registered owner & track its sale thru to the seller w/ affidavits of ownership & sale to me. If the HIN/VIN have been damaged, how do you find the last registered owner, if it wasn't the seller......

Thanks for the info JB, its likely VA is the same. I expect the phone call to to take a while. Its really a good thing I found out before driving up there. It also help because I definitely have boat fever..

Virginia said no problem with the boat that hasn't been titled before in another state. Got a title for the trailer. I'm headed up to Pennsylvania now. Could be attend both owner soon.

I think you will do well with this boat. It will get your feet wet as it were. They are easy on the budget, easy to move around and pretty economical on fuel. Also, cleaned up well and running good you shouldn't lose any money on it.

As to converting it to a 50-60hp it's not worth the exspense. A good prop of the proper size will serve much better.

Ok I'm looking at a Starcraft 18ss. The add said 17. It's got a Suzuki dt140 that looks in reasonable shape. One suspect coil. Two stainless props. The boat has a very questionable transom , cracked, er broken knee brave. Piped riviera on some ribs. I can see a stress crack on one rib in the ski locker. Haven herd it run yet waiting on the owner. It's a rebuild. Rivits on the hull are good. I think the new deck is pressure treated. Cracks in the splaswl repaired with screws. The trailer is reasonable galvanized, new axle. Crappy tires but there is a spare. Small dent in the hull at the stern port under the transom. Owner wants 2500. I see 2 k in work. Bad brush paint all over. It's all there mostly. I'd want to use it but I think it calls for resto before water.

What do you think it's worth?

Motor runs. A few hickups. Impeller replaced 5 years ago. Doing compression now.

With all the hull damage seen easily I would do a fast walk. Trust me there are better deals out there.

I did offer the guy $1000, because that would have been a good deal even with all the damage. But I came to the realization that the boat was more of a project than I could take on.

For a boat that's in decent shape, $2500 would be at least $1200 too high if the motor runs ok. Runs GREAT it'd be about $1000 too high, runs lousy at least $1500 too high, IMO.

Your description wasn't of a boat in decent project shape: broken knee braces, popped rivets, broken rib ends, lousy paint job, cracked splashwell corners all on a trailer that needs $150+ in tires, sounds more like a $750 boat w/ a decent running motor. Perhaps a bit more if the trailers in good shape except the tires and the motor's a great running motor.

Yes to all. I walked away. I've got pictures, how do i post em? The owner was nice, had a compression tester, 110,110,110,120....And a hickup, sounded spark related.

So, thank you all for your aluminum boat builds, you saved me a big hassle, that boat was more than I would take on for my first resto. You also taught me what to look for, the owner was like you know your boats. I was about to say spend two weeks straight on I boats resto build threads ans you will know boats also. Thanks guys!! On to the next CL aluminum boat.

Saturday I'm looking at a one family 14 Crestliner Voyageur Convertible, the GF wants a bigger boat. The owner is selling a family legacy not a boat, so it's overpriced. I want to get on the water...The saga continues..

If by cowbell, you mean MORE boats, then yep, more cowbell* :facepalm:

Check, most of the tin boat owners have more then 1 boat, some have more then 1 project boat.......

Patience my dear friend, It takes a lot of looking to find a diamond in the rough. 1st get an idea of what you really want, how much you can spend and then how much work are you willing to put into it.

I'm on my second boat in about 4 years and each of them was purchased w\o an engine. Fortuneately for me I'm in an area where engines can be found cheaply!
