New to me boat..1998 Volvo Penta 3.0 model info?.

I want to get manuals for my engine and outdrive. Can someone refer me to where I can find the model info on my engine and drive? I believe it is a "by" but not sure. It has a bright red carburetor on it too... Is this an upgrade?

Also any ideas as to how to fix a wobbling steering wheel? It goes left, right, and up and down. It does have tilt. It is a 1998 Chaparral 1830SS.
