It is a 1966 motor, made by Chrysler. Chrysler outboards are no longer made, so parts are where you find them, but they can be found. www.laingsoutboard.com is a good place to look. Here at iboats has a few parts such as water pump impellers. You must have one or more leaking seals in your lower unit.

Pull the prop and check for fishing line wrapped around the shaft. This will destroy the prop shaft seals in short order and is the most common cause of a leak.

Are you sure it isn't cooling water mixed with oil from the exhaust? That's normal and to be expected.

yeah im sure about the oil cause when i pump it in the bottom plug it comes out the water intake spot before it reaches the top valve that i have loose to let the air out as i pump it in from the bottom its kinda driving me nuts the silly seal kit was 45 bucks and doesnt sound like i really needed to change them all if it still lets oil out the water inlets

The top (vent) plug should be removed completely as you fill the gearcase through the bottom plug. Even loose you can build up pressure that can force the oil out of the seals.
