verify the tach with a hand-held optical tach. Optical tachs are about $10 on amazon

If TT was installed correctly matching X spark per revolution your OB works with, could be a prop/load issue. Was OB factory delivered with a prop, if not , did someone installled it ? if so, that prop is not what your combo needs, if OB runs top will need to go for a less pitch to pull wot revs up. What's the min-max wot rpm range factory stated for that 70 HP ?

new rig with factory prop. contacted tiny tach, engineer said set tach at 720 degrees. will check on next run. currently have 3.75 hours on engine. use tach primarily for hour meter. would like an approximate rpm reading.4400 isnt close

There is no prop that comes on a motor from the factory.
Yamaha has no idea what boat the motor will be put on.
Someone decided to put that prop on, they very well could have made a mistake.

If it was me I would put a Yamaha tach on it, it will give a lot of good info, not just RPM
