If you look around at other trailers, I think you'll see that most have the stop located above the stem eye. This may take a little bit of winch post redesigning on your part. I have a vee shaped roller rather than a simple "stop block" for my 21' vintage Starcraft. My winch strap passes through the winch post on the underside of the roller. When the boat is solidly in place, the stem eye fits snugly under the roller, which I think helps to prevent the boat from riding up the roller in case you rear end someone. You should of course also have a secondary tie-down designed to prevent this.
I once built a 15' mahogany boat from a manufactured molded hull that was totalled when I rear-ended another vehicle in a chain reaction accident. The bent wire type transom tie-downs snapped and the bolt in the diecast stem eye reamed its way out of the eye, resulting in the boat rising up the roller and landing on the trunk of my '64 Chevy Super Sport. Upon close inspection, I found the winch now resided inside the boat after gutting the hull. Not a good day.
