I just bought the motor today. I don't know the year because the tag is ripped off but its around a 97 i would guess. It is a 5 hp force by mercury and it has spark and strong compression but wont start. if i spray starting fluid with a full throttle and no gas it makes a squealing noise and smoke comes back out of carb. Does that sound like a reed valve problem or maybe a timing issure? Before I get ripped for using the starting fluid I know it is not recommended but this starting fluid has cylinder lubricant in it. Right now i have the carb soaking in carb cleaner and hopefully i can try again tomorrow with premix. Im just trying to get a head start because i want this thing running asap.

I'd check the reeds. Did you put new plugs in it? Check the timing? All the routine things on a new-to-you motor? We won't mention the starting fluid  You already know. The backfire through the carbs could simply be because of the starting fluid is more volatile....and you can destroy the reeds. You may simply have a fuel pump issue. As a routine on a new-to-you motor, I'd replace the fuel pump diaphrams as well. And the filter. Clean the carbs. New plugs and wires. Lower gear case lube. Water pump impeller. Thermostat on models that have one. Then I'd do a test start....
