Actually, the fuel pumps on those work just fine if they're in good shape. The pump element must be installed with the opening aligned at 2 o'clock and 8 o'clock. The little flapper valve goodie under the fuel inlet cover must be installed in the proper orientation (there's an alignment pin) and it must be in perfect (new) condition. Any curl or distortion in the little flappers will make it fail to function.
Installing an external fuel pump will not help, since it still has to work with those little flappers.
They're good-running, lightweight outboards, but have a fatal flaw. The electronic ignition is subject to failure. You can get an aftermarket stator for that ignition system now, made by CDI Electronics, but it costs over $200. The external ignition transformers are also quite expensive.
Bottom line is that those are not a great choice for use as an every day outboard. Eventually, it will stop running on you, and cost you a tiny fortune to get going again.
