Newish Merc 9.9 "Recall" / Repair notification

Hi - I have a 4 stroke Merc 9.9, about 2 years old.

Yesterday I got a large padded envelope from Mercury which contained a part and instructions for installing it. It also had a letter that said if I didn't want to do the part replacement, I could take it to my dealer and they'd do it for free.

I haven't thoroughly read the instructions, but evidently this is a clip-type part that somehow has something to do with the reverse thrust of the engine? The instructions say that no special tools are required and I should be able to do the job in 10 minutes or so.

OK, I'm not a horrible mechanic, and have done quite a bit of work on my old 2 stroke engines. But I have been known to turn a simple job into a goat-rope causing the need for even more parts and time.

Does anyone know anything about this particular repair - what it's actually for, what the risk is if I don't do it?

Does anyone have any advice on how simple it might be from 1 to 10. Let's call replacing a spark plug being 1 (idiot-proof) and rebuilding the water pump being a 10 (a reasonable DIY, but not exactly simple for the rank amateur).

Very easy to do .
Takes about 5 mins .
turn moter fully one way and they clip right in ...then the other way same easy clip in .

I did mine in a couple of minutes. The link to the You Tube still does not work.
