Next Setup Step?

I have a 1990 15'6" Champion Mean 15 bass boat with a 1989 88 hp Evinrude. The engine is mounted with the prop 5-1/2" below pad which puts the cavitation plate 2-1/2" above pad. I am running 5100 RPM and 39 GPS. Slow hole shot, so I installed a Hydrofoil and it helped. Still need more RPM. Prop is a Raker 13.5 x 19. I have one more hole that I can raise the engine, but I am afraid of water flow. What should my next step be?

15 1/2 ft boat seems a little slow to me.Is the boat heavy?Does it seem to get out of the water well?
I think this is more a prop/set up question you'll get a better response there.
If it trims out good with no ventilation try another notch up.just be sure water keeps pumping.How is your compression?
Over at props they can tell you if your speed/rpm makes sense.
You may want to confirm your tach is accurate.
If you are thinking of another prop they may let you borrow a tach to confirm your rpm.

Compression 110, 110, 111, 110. Hole shot sucks. Prop has been tuned and polished. Don't know weight of boat, but boat and trailer are 2250#. Tach was replaced last year. It is correct.

are you sure the boat is not water logged. i have an '88 88spl, on a 18' center console deep V, 45 mph trimmed out. 13x19 prop.

The next step is a water pressure gauge since it seems there isn't one. You will end going at least the last hole higher. Think about a jackplate.

I think your water logged under the floor. MY brief stint with a 88spl on my aluminum 16' I seen 43mph @ 5800rpm with a 13x17 prop and the motor had low compression on 1 cylinder
