Nissan 25hp leaking gear oil

My Nissan 25hp is leaking oil out of my lower unit. Not a lot just a little bit. I pulled my lower prop unit out to look at it and the oil was a choclate milk color so im guessing i am getting water in it also. I put new oil in but it is still leaking (very slowly). What could be causeing this. A busted seal??? Any help would be greatly appreciated.

Seal, o-ring or crack.

the seal on the inside looked to be in good condition. what else is there to look for?

The other seals, o-rings or a crack.

Is it very dark/black oil and coming out of the exhaust? If so it's likely just exhaust residue and nothing to worry about. On the other hand, if the oil inside is milky then you have one of the problems elvin mentioned.
