No clue how to procede: Merc Kiekhaefer 650

OK- I'm baring my soul here- I know nothing about boats/motors- but I really want to learn. I'm piecing together an old trihull and someone donated a Merc 650 (from 1963). (www.johnsboatproject.com).
Here's my question- what should I do first, second, third, etc. with this motor? I don't know if it runs, but I know it's been sitting (upright) in a shed for five years.
Change and gap plugs?
Fuel mixture? (w/or w/out Sea-Foam?)
Lower unit grease?

Help!

water pump impeller should be changed. be prepared to do the carbs. I've had ones that ran rough to begin with, then a few tanks with seafoam in them they smoothed right out. don't use starting fluid to get it going or boost it without a battery connected

DIARIC- Thanks for the gouge on the impeller.....wouldn't have thought of that.
